N2  - This article examines the nature and importance of territorial clusters in the management of innovative development. It examines the current state of emerging and established territorial innovation clusters, the financial support mechanisms available, and strategies for managing risks associated with cluster financing. In addition, it outlines the fundamental principles of implementing cluster policies. The article is intended for researchers, educators, and students of economic disciplines, as well as managers and specialists working in innovative enterprises. It was developed as part of a research project funded by a grant from the President of the Russian Federation for young scientists—candidates of science MK-3834.2019.6.
