This study focuses on Turkey and Azerbaijan during the Soviet era, examining the organizational and managerial dynamics of their international relations. The research uses archival documents, periodical press materials, and an extensive review of records from the Republic of Azerbaijan’s archives, including those of the Ministries of Education, Culture, Health, Youth, Tourism, and Sports. The analysis is based on previously unknown archive documents and materials from Azerbaijani press sources.
